President Donald Trump has indicated he is not opposed to invoking the Insurrection Act if necessary. CERL’s Claire Finkelstein is quoted in an article by Josh Meyer of USA Today addressing the history of this 19th century Act which gives presidents the power to use federal troops to quell domestic civil unrest.
