In November 2025, the United Nations Security Council endorsed the United States-backed peace plan for Gaza. Hamas has rejected the peace plan, pointing to the demilitarization and disarmament provisions as reasons for their rejection. In the wake of these developments, CERL Advisory Council member Orde F. Kittrie was quoted as part of a panel organized by the Foundation for Defense of Democracies. He stated that while the passage of the plan is a major diplomatic victory for the United States, Hamas’ rejection of the plan means that implementation comes with serious risks.  

Orde Kittrie, an Arizona State University law professor and senior fellow at the Foundation for Defense of Democracies, previously served as the lead U.S. State Department attorney for nuclear issues. He is a member of CERL’s Advisory Council. Read his bio here
