CERL Executive Board member General Joseph Votel spoke with The Wall Street Journal about a U.S. estimate of Hamas casualties showing that Israel is still far from its goal of eliminating the group. While Hamas is still able to fight due to the nature of warfare in Gaza, the losses will put strain on the surviving network, General Votel explains.
