In an opinion for The Washington Post, CERL Board Chair Morton H. Halperin recounts his time working at the National Security Council under Henry Kissinger. When news of secret U.S. raids on Cambodia leaked to the press, leaving the White House rattled, Kissinger all too willingly engaged in deceptive practices to uncover the source of the leak, even when it meant misleading his own.

Morton H. Halperin serves as Chair of the Executive Board of the Center for Ethics and the Rule of Law. Dr. Halperin led an accomplished career in federal government, having served in the Obama, Clinton, Nixon, Johnson, and Kennedy administrations, including as Director of the Policy Planning Staff at the Department of State (1998-2001).
