Interviewed alongside several other guests for the Irregular Warfare Initiative, CERL Affiliated Faculty Member Michael Horowitz joined a discussion on the political, technical, and strategic dimensions of building partner air force capacity. The panelists explored lessons learned in recent conflicts; the breakdown of responsibility between U.S. forces, partner forces, and contractors; and how to orient towards success, even when it means foregoing prestige equipment for cheap and simple materiel.
Michael C. Horowitz is Director of Perry World House and Richard Perry Professor at the University of Pennsylvania. He is also a member of CERL’s Affiliated Faculty. Read his bio here.
