CERL Affiliated Faculty Member and Penn Perry World House Director joined India Today this week to discuss strategic advantages in ongoing conflicts, current events such as the FlyDubai attack and involvement of technology executives in American defense policy, and his predictions for the future of warfare. In particular, Professor Horowitz explained that while the United States is still a major power, the conflict in Iran has shown the power of cheap precise weaponry to allow an outmatched state to withstand blockades, sanctions, and a powerful conventional military. He added that China now looks like a responsible global partner by comparison with the United States, and both China and India will likely play decisive roles in shaping geopolitics over the next few decades.
Michael C. Horowitz is Director of Perry World House and Richard Perry Professor at the University of Pennsylvania. He is also a member of CERL’s Affiliated Faculty. Read his bio here.
