A federal judge has certified a class-action lawsuit filed by the ACLU and other groups that seeks to protect children affected by President Donald Trump’s order to end birthright citizenship. Professor Kermit Roosevelt, member of CERL’s Affiliated Faculty, told Roll Call it is unlikely the Supreme Court will rule in favor of a “substitute,” having already stripped judges of their ability to use nationwide injunctions.
