Friday’s ICJ ruling, requiring that Israel comply with the Genocide Convention and take measures to facilitate the provision of humanitarian aid in Gaza, indicates that Hamas is winning in the information domain, according to a new opinion for Just Security by CERL Faculty Director Claire Finkelstein and CERL Executive Board member General Joseph Votel. Because of Hamas’ vast tunnel network and use of human shields, Israel cannot engage in self-defense without putting large numbers of civilians in harm’s way.
