Rule of law panel at NY summit on AI and investing featured CERL executive director

Marcos Soler, executive director of CERL, participated in a panel entitled “Investing, Rule of Law, and Democracy” as part of an investors’ summit addressing the future of artificial intelligence. Also on the panel were Yael Eisenstat, policy director of Cybersecurity for Democracy, and Gerardo Berthin, president of Freedom House, with Ben Bilbrough, CEO and cofounder of ActionTank.io, as moderator. The two-day event was hosted by Culture Shifts Lab and took place on Sept. 11-12, 2025.

Dr. Soler is the executive director of CERL. He served previously as the deputy secretary for public safety for Governor Kathy Hochul of New York, in which role he advised the Governor on public protection and criminal justice policy.
